The jmHtmlBegin function is used to "begin" an HTML page with the proper header information.

return: Returns True

bool jmHtmlBegin (string $title, [array $extra = false], [bool $show_menu = true])

string $title: Title for page
array $extra: Extra Javascript/CSS includes (can be full URL to single file, or array of full file URLs)
bool $show_menu: True/False on whether to show the Action Menu
