Have just tried it on one of my development sites and it works ok.

Where can I get the developer module? I looked in the JR5 Modules and don't see anything there, and is it free?
jrDeveloper is part of the free core.

From the look of it, that is Jamroom5 and a custom skin, possible based on Nova.

Admin Control Panel => System Config => Quotas => Modify 'selected' Quota

Click on the above tabs to see the options
