Yes, I created a empty file still get same message. Also the original settings file had this in it I even tried to edit it but still error.

config/settings.cfg.php ERROR - File permissions are not set correctly or file does not exist! Create an empty file that Jamroom can write to.

How do i fix problem?

are you speaking about the templates in the folder that's marked sample_templates? Because that's the only files I see for skin and theme templates.That's what have me a little confused.
