It should be as easy as:
* uploading it to the server via FTP into the modules folder,
* login as the admin user of your site,
* go to SYSTEM CONFIG -> SYSTEM MODULES -> (locate the module in the list) -> ENABLE.

There might be some quota settings to allow users of specific quotas to use it, if so I would expect to see those settings probably on the
SYSTEM CONFIG -> PROFILE QUOTAS -> (select a quota) MODIFY -> EXTRA FEATURES

page. somewhere around there would be my guess.

Are there no install instructions that come with the module?

The developer who provides that module is billingtimepro.com they have a contact page here:

You use an FTP application to upload it to the jamroom directory on your web server. Exactly how you do that depends on whichever choice of ftp app you use.

You would have had to use FTP to get jamroom onto your server in the first place, so I guess I assumed you knew what that was.

If somebody else installed jamroom on your web server for you, but you want to take over from now and start installing modules, first your going to need to know what FTP is.

The alternative is to ask whoever installed jamroom for you, to install this module for you too.
