GlassUp uses crowd sourcing to raise funds so they can build a new product, Paypal decides they only get the money after they have built the product.

I don't know what comes first the chicken or the egg but this is very interesting that paypal can choose to hold your money and then try to make you go through hoops to release it. I thought payments were made though paypal not to paypal and then paypal decides if they want to give you the money or try to regulate your money. I just started a non profit and plan to use paypal to raise money and accept donations and now I know if I should trust them with my money. I have to do more research on this.

If you plan to accept donations, do not use PayPal - PayPal has some pretty strict terms of service that are really designed for selling products - i.e. the user pays and they get something (physical or virtual). Accepting payments where nothing is "sold" to the user has proven to be very shaky ground with PayPal in the past - just search for many, many stories like the one Michael listed - there's tons.
