It is not hard coded in any template.

Go to your Admin Options > System Config > Profile Quotas and click the modify button for your members quota, on that page either change the Quota Name field to what you want the link to say OR set the Signup Display Name, under the Signup Options section on the same page, to what you want that link to say.

Edit the appropriate language file in the skin /lang folder => en-US.php or en-GB.php
