Would it be possible to add the Webmaster email notifications option on new signups on 5.1? I always liked this feature on JR4 and would love to have it now .

Just hang on a bit longer.
In the documentation (to be released soon), the section 'How to build a module' uses this very function as an example of module building, so you'll be able to follow the process to build you module, and learn all about them.

There is a checkbox to enable this coming in 5.1.0.
