Hello i set up in admin panel that all images need to be resized to 1280x800px and i uploaded as a test artist 2400x1600px picture but after i check in profile and click on image, and open image in new window, i see the dimensions are not the one i set, but 640x361.

That is not a setting to resize images to the size you set... it is for a maximum size. So if someone uploads an image larger than 1280x800, it will be resized down to 1280x800. However... there are no images in the Nova skin or theme templates that uses the full image size, they are all smaller than. You should be able to find the original uploaded image file in your media/BAND_ID folder, where BAND_ID is the actual Band ID number.
