Do I need this if I want my artist to be able to sell their products from their page on my site? I want my site to be free for all users and bands.

You only need this if you want to allow your artists to sell digital goods (i.e. mp3s). If you just want your artists to be able to sell things like tshirts and CD's, then the Jamroom Store (in the jamroom core), will allow you to do this, and you don't need anything extra. The Jamroom store is for physical goods, whereas the Jamroom vault is for digital goods.
