This almost certainly means that the files have been uploaded to the wrong location.

Double check that the plugin is in the correct directory, and that you haven't uploaded it inside the SefJamClouds1.0.3 directory which is created when you unzip SefJamClouds1.0.3.zip.

Then try uploading again in case your ftp upload corrupted that file.
