I am getting this error after re-installing jamroom and am still using the same template.
Error- the template file "sefjam.tpl" does not exist or is not readable from the skins/Sage directory

First thing to check is that the sefjam.php file is in your jamroom directory, it sounds like you have reinstalled the .htaccess file, but not the script.

What action causes the error? And do you have a link?
