quotas 2,,4,5,6,7,-2,-3,-4 show up
quota 1 and -1 don't

There is nothing in the sitemap that would hide quotas 1 and -1 if you have stated that they should show.

Try reinstalling on a fresh default setup, your sitemap should work perfectly.
