Follow this:
1-Add a user: testuser
2-Delete the user
3-Try to add the same user again: testuser
It says the user already exists when it has been removed in step 2

it explains this (current) behavior and how in beta4 you will be able to really "delete" a user if you wish... let me know if that helps out. Thanks!
