I don't know SE enough to say whether this is possible or not. Is there a SE archive you can download for us to take a look at? Happy to work with you and your SE site as a 'feasibility study' into this. No promises that it can ultimately be done at this stage though.

Hi - Thanks for the enquiry.
There are 'live' Jamroom sites that have 10s of 1000s of members and list 100s of 1000s of items that run without issue and at acceptable speeds. We have also tested Jamroom with in excess of 1,000,000 item listings without issue, so yes, I'd say there would be no problems there.
Being able to serve your site to up to 5000 visitors an hour is down to server performance and I would say that you definitely would need a dedicated server to do this. If you do not have one already, checkout our Hosted packages that provide dedicated VPS Linode servers set up specifically to provide the highest Jamroom performance possible - https://www.jamroom.net/hosting

Yes, and that is what is happening when I just tried it on my dev site.
Is it repeatable your end? Are you doing anything different than using the /user/create form and setting the Create Profile option?

Get the latest version of the module. The 'pen' icon showing to all users and not just the group owner has been fixed (though if clicked, users would still have had the option to only mail their own groups).

Yes - just enable the module by quota, then group creators/owners in enabled quotas will be able to email their group members.
