Its possible, I guess. To be honest, its so long ago that I set this up that I can't remember the process!!
You're going to have to set up a payment method at some point so I'd do it and see.
I think Amazon just charge for what you use. If you go over the free allocation they'll charge you, at least that's what seems to happen with me. I get a bill for between $1 and $2 from them every month. Its so insignificant I've never bothered to check exactly what I'm paying for lol
As to how much you need, that really depends on the size of the site you're backing up.

Use the jrBackup module. It saves everything to an Amazon S3 cloud account. You'll need to create an Amazon account but their charges for storage are negligible IMO. Just a few tens of cents a month for several gigabytes.
