Initial thoughts -
JR5 basic installation with user signups turned off.
Create users/profiles in their own quota for managers.
Create quotas for the different types of prospect and the different forms they require.
Use the Aparna module to create a basic form module, then add to it with the Form Designer all the required fields. You can either allocate form fields specifically to the different quotas or maybe better, use Aparna to build a form module for each quota and enable it just for the relevant quota. That might be easier to manage in the long run.
Create each prospect as a new profile and let the appropriate manager quotas have access to it. They can then create the form module item.
Possible use the Activity Log Watcher to notify relevant parties when forms are created/updated.
When Prospects become Customers, create a password for them and send it to them, along with their username and registered email address.
Possibly adapt the Events module as the weekly maintenance form, again using the Form Designer to remove unwanted fields and to add new ones. You can create recurring events all in one go, so set recurring to weekly and the end date to the end of the contract and all the forms will be created in one click.
So, maybe that is a starting point. Other stuff detailed above might need some custom module work but I think its all doable.
