The latest version of the module has some code in it to "force" the number of places after the decimal - try it and let me know if that looks better.

The profile_template listener comes well after the banned the IP check, so this _should_ be working. Is it possible there are spaces or other hidden characters in the banned entries?

You're misunderstanding how things work. There are marketplace systems and there are marketplace channels. You have 2 SYSTEMS - you should only have ONE system. If you have TWO then you will see the drop down, even if they are the same. So delete one.

Yes you will need to enable High Resolution Editing - note that Adobe requires that you contact them to get hires editing enabled in your account - I suspect this gives them an opportunity to try to sell you something
