If you configure it so that your 'Host' profiles are automatically followed by new users, they can get a notification email about that so they will know about new users without being Profile Admins.

Set your 'hosts' up as Profile Admins. They'll then get emails when members join and be able to welcome them. Bear in mind that they'll also have access to all other profile details and content so they can also act a 'moderators' if need be.
No need for them to have a special quota (unless you want them to, of course) - as Master Admin, just go to their user account page and set them as Profile Admins.

I've just took the liberty of logging into your site and sent a test email to myself with the active system set to debug log. The email gets there. Set the active email system back to local server and tried again. It hasn't come, so yes, I think you need to start looking server side. Check for any error logs.

I'm guessing that as the jrFeed module pre-dates the jrCombinedVideo module there is a compatibility problem. The error message is correct in that there is no CombineVideo datastore, so I will checkout what, if anything, can be done about it.

Check your admin notification settings to make sure emails are enabled for this action - http://yoursite.com/user/notifications/profile_id=1/user_id=1
If that is ok, check that emails are working by sending a test email - ACP=>Communication=>Email Core=>Test Email
Then maybe temporarily set the Email System to 'Debug Log' - ACP=>Communication=>Email Core=>General Settings=>Active Email System then register a new user to see if the email to admin ends up in the Debug Log.
