I've fixed this up on your site with a template mod. For some reason, for that discussion, the datastore is showing Robin as the user_id, but you as the profile_id. This might be to do with Robin being a profile admin (she might have last looked at your profile before posting the discussion). I will check that out.

It will be added in the next Core release shortly. You'll need to edit a couple of templates to exclude the download button from specified quotas. Will explain fully when the update is released.
