I've just installed a fresh JR and loaded the Event module. Both those fields are there for me.
Are you sure that you've opened the Form Designer from the event create form (they are not in the update Form Designer)?
Alternatively, create the two fields using the settings in the attached screenshots.

Forcing users to re-login

I'd temporarily disable the auto login reset and set the session reset to 1. Then go to the Dashboard and Users Online and log everyone out.
That should make sure everyone needs to relogin so as to see your ToS

Setting Quota For "Comments"

Master Admins and Profile Admins can always edit and delete all comments, as well as the 'commenters'. I guess what you are askin is how to make that feature Master Admin only?
If so, that is not available as a module configuration. It would need to be done at a template level, ie. stop the comment update and delete buttons from showing to anyone but Master Admins.

I'm not seeing an issue. On my test site, users not enable for creating groups are seeing all groups created by admin.
Can you give more details on how you are set up?

There is no functionality in the SB module to publically show created pages - sorry.
As you are probably aware, there is an 'Admin Only' module tool to show all created pages (yoursite.com/sbcore/browser) so what you would need to do is create a custom module to adapt that code as a smarty function so as to return created page parameters for use in a template.

If Groups are only enabled for the admin quota, profiles not in that quota can still join them.
This issue here I think is that for profiles that are not allowed to create groups, a Groups menu item doesn't show by default on their profile pages, but if they visit the admin profile, or visit yoursite.com/group they will see his groups and be able to join them.
So what you need to do is to create a convienient link to one of those pages, either in the main site menu or as an extra item in the profile menu.
