Once you have the core installed adding your modules is a breeze with JR5.
Its one click install from the admin panel for new modules. Any modules you have (like the ones that come with the superpack)

It seams like a very limited use case that I don't think belongs in the core.
You could do it with a custom module.

What are you wanting to do with them?
The Item Action Buttons is a system to allow modules to get out to the templates without changing the templates. So modules can add a button to many locations so skin designers dont have to.
