Cannot Install

I am trying to install the Jamroom 5 Core. My Host has enabled php 5.3 for me. Initially I saw the install screen and entered the DB info but then got immidiate error messages. I tried again and now get:- CRI: unable to initialize settings - verify installation

This is the reply from my host:-

On our shared servers, that function is disabled for security reasons (among other functions). That function lets you override our disabled functions, which we obviously do want to allow.

Cannot Download JR4 from Jamroom

I have tried with Firefox and Google Chrome, re-registered again but still cannot download, the buttons all turn green but will not work for me?

But cannot get the download buttons to activate

I was logged in and the links changed to 'download' but would't
