Need to prevent members from creating Groups

I am not referring to the setting where any Group creation must be approved by me before it goes live. I know about that.
What I want is to not allow members to be able to go through the motions of trying to create a new Group in the first place. They should see NO "+" button and not be able to fill in details for a new group at all. When I sign into my network as a reg member and I see the + button to create a new group there.

I need to do this because I've had way too many members trying to create random or duplicate groups over the years. I don't want to be denying them a group they have attempted to create.
How do I take out that option for regular members altogether? I want only admins quota to be able to create a Group. Is there a setting someplace that I can't find?

Is it perhaps because the module supposedly lists latest member 'posts' to forums....BUT the link is instead taking you to the forum 'thread' url (and not the post url)?
There is def something fishy going on with my forums (see my other thread here which I have not been able to update yet today)

To clarify though, it had to be a two way thing on Ning as well before being able to send messages: in Ning, you can't just 'friend' someone on your own- you had to send them a friend Request. The request had option to accept or decline it. If the person accepted it, then you were both 'friends' (both following each other). Only once a friend request was accepted could either of you send the other private messages. And neither person would appear on the other's profile page 'friend list' until a friend request was accepted, thus sealing the connection.
But, Jamroom is not Ning! :)

Another odd thing about it is that on my main page "Latest Forum Posts" module, it only seems to be showing forum threads that were created by either myself or my 4 moderators (all of whom have been on my JR site and logged in to test over the past week). The threads showing were created long ago, by the way, not recently. Is that due to some setting? I want everyone to see the latest forum threads/posts by ALL members.

It's a bit hard to remember, but it works if I think of it like this:
When you follow someone, it's like giving them a business card that enables them to contact you. But you would need THEIR businees card (a follow) from them in order for you to contact them.

It's odd, but when I click on items in my Main/index page's module for Latest Forum posts, EVERY OTHER item sends me to a Page Not Found. Alternate ones are working fine. ? (All the urls end with #last)
