I have been getting complains from users not getting there downloads ,canI please get some answers ? and a solution to the problem ? Pay Pal will not go for this

I would like to have it like previous JR versions where downloads are available to users on a given quota i.e
a user on a download quota could still download based on media daily limit , i.e a quota media limit set to 10 downloads per day.
with a payment that is set on that quota i.e $ 12 = 10 downloads , $50 100 downloads per day , $100 unlimited downloads per day..

That is how it was in earlier JR
