Currently the skin only allows jpg png and gif images. Where do I go to add svg to the list?

No it doesn't there are no limitations on any code in skins, you can use any code you like, you have full control.

When I am in the Skin>Image Tab I am trying to upload the svg file and I get an error message that only jpg, png and gif are allowed.

Why is this required, I've been reading the 3 year long running debate on why wordpress isnt allowing it and I don't understand it:
https://core.trac.wordpress.org/ticket/24251

Whats the advantage of allowing a script-image?

It supports transparency and the overall quality compared to animated gif is like comparing HD to etch-a-sketch. ;)

LOL-I LIKE THAT! :)

As a work around...you might be able to upload the image on a test page yoursite.com/test ( if you are using site builder anyways- )then in the source code copy the url and paste it directly in the template and bypass the image upload button- no guarantee it will work but just a thought ...
