If you modified the template in the Users > Users > Templates section, make sure you have activated it and reset cache.
I'm using it on one of my sites in a modified jrUser_user_signup.tpl as well as a jrUser_user_login.tpl in my skin directory and it is working for me.

Hello,
Make sure you have unchecked the "Login To Checkout" checkbox in your ACP > Ecommerce > Payment Support > Global Config > General Settings.
/payment/admin/global#item-work
