I was wondering if there was a way to limit the number of discussions a specific member could post. Do I set up a specific quota.. and what would I do after that. How could I set the limit?

The User Daily Limits module might be what you're after

Marketplace: "User Daily Limits"
https://www.jamroom.net/the-jamroom-network/networkmarket/155/user-daily-limits

Docs: "User Daily Limits"
https://www.jamroom.net/the-jamroom-network/documentation/modules/2949/user-daily-limits

It has an option for the Discussion module.

Or just set the maximum items in the quota settings if you want an absolute limit.

What I was looking for was a way to limit a specific members capacity to post discussions, not a whole quota, per se. Is that possible?

Just clone the users' existing quota, set the limit in it, then move the users to it.
