form elements not showing to selected quota

It appears that I'm having an issue with form elements showing to users in quota I'm selecting the form element to show to. I have Master Admins and on particular quota selected, but the element is only showing to the Master Admin.

I just tested this here and I am not seeing any issues - here's what I did:

- created a custom form field and set the groups to "Master Admins" and "example quota"
- logged in as a user in the "example quota" and saw the field.
- removed "example quota" from the form field
- refresh screen and form field disappeared

Let me know how you've got yours setup.
