A user signed up and made a purchase and the user never got the download.
There was no download or purchases in the user account ..

The user should have got an email for their purchase with a link to take them to their purchase.

Have them check their spam folder.

You might also check your activity logs to see if there was an actual purchase. Also check your error logs.

They say they see nothing in the spam . When I log into there account I see no purchases

Have you checked your PayPal account for the purchase in question?

What was the purchase that was made by the user?
