How can I get visitors to only get a limited of streams before getting a prompt to sign up ?

I want signup users to get limited amount of streams based on what they paid

I.e
$ 10 , 10 streams $20 , 25 streams

You would need to build a custom module for this.
As the visitors are not logged in you would need to count the streams to their IP address, then, when they are logged in and paid up, you could log streams to their user account.
