Sounds like it might be a permission issue on the data/cache/jrCore folder, you might also try clearing your cache and see if that helps.

See if that file exists - if it does not, sounds like a bug. The Widget stuff is all beta at this time.

update your system, the browser.tpl file is no longer used.
